Per community consensus at Wikimedia Commons.

The decision is solely because there is currently no tag that is relevant to anyone and that we do not generally want to disallow everyone to change tags.

Huh, looking at Gerrit, and the server logs anomie did so. Do you, as a volunteer have access to wmf production servers?

@Luke081515 put it up for SWAT in his name and a deployer (anomie) did the actual deployment. @Luke081515 is not one of the volunteer deployers.
