That's not something we do in Wikimedia-Site-requests, this is a request to change user permissions.

What would the behaviour be when you override this? Page moved but image stays put?

In the case where override was requested, there was no actual image on the page, just a text page in the file namespace. We just want to move the page (and the text), no images.

Seems like a pretty niche use-case. If this is more common than I think, let us know and we'll take a look.
