Steps to reproduce

There are no steps since this is not a bug but a feature request.

Currently when you are blocked in MediaWiki your account is locked and it is hard to appeal the block.

We should make it easier by letting the user be logged in but all functions such as edit and other things should be disabled. That way we can appeal the block.

When logged in there should be a notice above with the time your blocked and why your blocked.

You should be able to be given unlimited amount of appeals, but after so many using the template that includes the category that notifies people, people should be stopped for that user after so many try's. He or she should be able to still appeal by not using the template with the category. This would allow users to be logged in to appeal since not all users are spammers or vandals or bots some just edit pages but maybe by mistake I doint know make the wrong edit or doint listen to the warnings given to them.

Special:Block offers a "Reason" dropdown, and Special:Contributions displays the block log entry.

This task does not describe a clear problem with steps to reproduce, but instead only one potential solution.
