Implement imports and clones for specialcreatecollaborationhub

Description

To make it easier for projects to convert to CollaborationKit, there should be an option to convert existing pages over.

  • Pulling suggested modules from wikitext - probably based on looking at what sections exist on the page, or whatever it is people commonly do with wikiprojects. More research is needed.
  • Cloning an existing hub - copying what modules it has, etc

I would have two separate tasks for the two proposed things here. Cloning an existing WikiProject page should be easy enough. Intelligently parsing a wikitext page and coming up with recommended WikiProject modules—while very cool—seems like a massive undertaking unto itself.

It probably doesn't need to be terribly intelligent to still be useful for the majority of uses. And when it fails, well, they can figure it out themselves. >.>
