deletedhistory is a right with privacy issues, requiring the trust of the community. As such, the eliminator group should only be added or removed by bureaucrats. But T87558 allows this group to be added by botadmin too. Why bots can add this group?
That is a separate task, @Dereckson but you are right. It should only be granted by bureaucrats and that is how it is actually done. I will create a task for it shortly and submit a patch.
