Description

Mirror the work done on last-visited cookies to count global unique devices. James says this was actually implemented a couple years ago, but it didn't work out for some reason.

I don't think there's any real value in this, particularly since we are now moving to a world of temporary accounts where it will be easy to analyze return times of non-permanent editors without a very complex mechanism like this.
