UploadWizard doesn't respect time zones: UTC+12 triggers "date in future" pop-up

Description

My time zone is UTC+12, so I'm a bit ahead of time usually. Today I uploaded a couple of images using Upload Wizard, picking 13 of July as creation date, and warnings saying that the selected date is in the future popped up.

Could you please consider user's time zones and convert their local time to UTC in the 'creation date' accordingly?

I think this has been broken for a couple months and suddenly two people noticed it within a week. Sorry :)
