Move subpages by default on English Wikipedia if subject/talk namespaces both support subpages

Description

Per the outcome of this RfC, moving subpages should be the default action on the English Wikipedia.

Updates on October 5, 2016: updated title to reflect concerns when moving subpages when one of the subject or talk namespace in question does not support subpages, namely ns0 vs ns1 (article and talk) at the moment on enwiki. The option can be default otherwise.

IIANM there is no config variable for that.

You can easily use gadget, which will check the relevant checkbox though.

Appears that the updated suggestion is invalid - not possible to know the destination subject/talk namespace pairs in advance, and not able to know of both destination namespaces support subpages.
