If I delete the site link text with backspace/delete and remove the site link that way, the save button is not enabled. This issue happens on test.wikidata but not on wikidata, so must be something with the new code.

From what I see test is as broken as live:
You can only save when the suggester was trigger, so when
- ctrl + a + entf -> can not save
- delete faster than suggester is triggered -> can not save

hmmm..... now the save button works on test.wikidata when using backspace to delete the contents of a sitelink (and extra backspace to delete the sitelink entirely)
one thing i do notice different though is when clicking edit on Wikidata, the cursor is active at the end of the first site link.
on test.wikidata, the cursor is not active in any of the site links
