Manuel (@Marostegui) will be a new DBA, as such he will require to participate in discussions related to private data (private queries and potential data leaks) (WMF-NDA) and operations-only spaces and tickets (S4, not sure if there is still some ops-only-tag).
He already got full access to the WMF cluster, with approval from Mark: T144470. He setup double-authentication on Phabricator, although that should be checked.

Regarding access to tasks in private S4: S4 was created in T93760 and that task does not document who can edit the members of S4 via https://phabricator.wikimedia.org/project/members/29/ - the SRE team should know the answer.

I've updated the S4 page to reflect the fact its the groups of #acl*operations-team or #acl*procurement-review. Since @Marostegui is ops, he has been added to the former.
