The logos + list of wikis should be configurable onwiki for easier control, otherwise it can only be accessed via those who have commit access to the LocalSettings.php file. Would it be possible to do it the same way that Refreshed does it like in commit R1893:75025726dff9ce26765a5b76b434227b95b6b595 (related task: T134669)?
