The idea is a multi-lingual system that helps inexperienced or unregistered users upload files to Commons by providing the basic information (e.g., author, license, description, URL...) and having an experienced editor actually upload the file. This only works for files that are already accessible on the internet.

The main source of dev time would be making a system that allows an experienced editor to _efficiently_ process the requests, e.g., by checking for duplicates and perhaps doing a TinEye-style check to see whether the URL supplied by the original user is the original source.
