Description

Proposal for changing Importer, Patroller, Rollbackers & Autopatrolled user right settings on newiki, earlier these rights are granted by sysops and removed by crats only. In most of the wikis, these user rights are maintained by sysops not by crats. So, please change the setting.

Actually, in most of the wikis, some of these groups don't exist, even for bureaucrats.

The size of the community, and the few amount of discussion (only raw votes, no real discussion on the page apparently) makes me wonder if this change is really needed.

For example, how many right changes for these groups were done the last 12 months?

Apologies for early posting this task here. Will wait for a week for more discussion on newiki.

The change is needed because one of the task is stuck since April, 2016. In past 12 months the right change activity can be seen here.

So to summarize a discussion on IRC, the main issue is a lack of bureaucrats on ne.wikipedia, as shown in T148171#2720056 by the the rights request.

Instead to transfer rights request closure from bureaucrats to sysops, I've recommended to nominate new bureaucrats.

Side comment: on es.wikipedia, every sysop is also bureaucrat, that could be a solution to consider too.

I appreciate your suggestion @Dereckson but the community members (total 6 supporters, out of them 3 are active admin of Nepali Wikipedia) wants the change. The discussion is open for about ~20 days.

Explain to them these rights should be assigned by bureaucrats and we aren't going to allow admins to grant them.

What is not usually allowed, is revoking those groups, that is the privilege of either bureaucrats or stewards.
