Propose on meta (as an RFC) that "uca-default-u-kn" be the default collation for all Wikimedia wikis. The current default is "uppercase". uca-default-u-kn is Unicode Collation Algorithm with numeric sorting. See https://www.mediawiki.org/wiki/Manual:$wgCategoryCollation for documentation. Be sure to mention that any wikis are free to opt out. Current collation settings can be found in InitialiseSettings.php
