Project creation request: Create "Monaco" project

Description

Monaco is the old skin developed by Wikia, which was ported to MediaWiki by developers like @ashley for public use, and is available on every wiki of the ShoutWiki wiki platform. It still has some bugs, so it'd be nice to have a tag to use while reporting Monaco-related bugs/feedback(etc). Thank you :)

https://www.mediawiki.org/wiki/Skin:Monaco currently points to https://github.com/dantman/monaco-port which has a bug tracker at https://github.com/dantman/monaco-port/issues with some reports. Is that the correct location? If it is, what is the plan about those bug reports in GitHub?

@Luke081515 @Aklapper Hmm, based on a pull request discussion in https://github.com/dantman/monaco-port/pull/14, dantman has a reply which contains two important sentences relating to this:

You're probably better off updating the Skin:Monaco page to point to other forks.
Even if I were to review and accept pull requests to this old project I'm no longer really using, [...]

Based on that, I think I can safely assume that it's not the right one and that he's no longer working on it. ShoutWiki seems to focus some of the MediaWiki projects on here, and sometimes on their own bug tracker, and sometimes both? I'll have to contact @ashley about this, since I think ShoutWiki might have their own port. Sorry for all the messy confusion! I'll try my best to get this sorted out ASAP.

That's correct. I built our version of Monaco approximately a year before Dantman's monaco-port and it's currently not FOSS. I think that currently the most appropriate place for reporting bugs with our version of Monaco is ShoutWiki's Phabricator.
