MediaWiki message delivery can't be with bot flag right because the users wont get a message if the bot writing in their talk page.

This only happens if the edit has a bot flag *and* is marked as a minor edit. MassMessage does not mark edits as minor, so users do get notifications (the whole point of MM really).
