Correct linking in Special:Log/rights for crosswiki changes

Description

On wikis that have crosswiki rights changing enabled for Special:Userrights (especially Wikimedia's meta, office and test wikis), the rights log shows entries like [[User@xxwiki]] which is a red link to a "User@dbwiki" which can never exist (assuming no one registered it before the restriction re "@" was added). I don't really know if it's plausible, but it would be good if the [[User@dbwiki]] would actually link to User on the xx.wiki.org or whatever (an interwiki link).

I think it is both plausible and necessary. Something like [[:db:User:User|User@dbwiki]] should be parsed and saved to the logs.

Let me just add that the links would have to be changed for Special:Userrights as well.
