Add template description to Campaigns

Description

Add the ability to create a "template description" for a campaign, that will be put as the default description for any programs created within that campaign.

For the overview page:

We'll likely want to do something similar in the Create Campaign modal.

@DannyH Regarding the mockup for the Campaign Overview page – By design the right column is more of a "sidebar", much less wide than the left column. There's a little work involved to increase the size of the columns, as there are some media queries that would need to be tweaked. Instead, how about putting the template description in the details for campaign? So it would look something like:

Organizers: MusikAnimal (WMF)
Title: Winter 2017
Start date: 2017-01-01
End date: 2017-04-01
Template description: This is a templated description
for programs. This is a templated description for ...

Note the ..., so it would show a few lines of the description before being truncated. From there you'd have to hit Edit to see the rest. Maybe that's a bad idea. Or we could move the template description below the campaign description.

At any rate, I'm guessing this isn't ideal:

I actually think that format is fine. For a real campaign, the campaign description is going to be a lot bigger and more interesting. Sticking the program template under that would be confusing. Having it off to the side indicates that this is a separate thing, and if you don't know what "Program Template" means, then you won't bother to look at it.

@DannyH Right, but are we OK with the wording "Program Template" being on two lines, or perhaps we could reword it (see screenshot)? Maybe just have it say "Template", then a (?) that when hovered over explains what this is feature is.
