Upload Wizard: Add "This file was found on the net." as a third option to "own work" and "not own work"

Description

"Own work" should not be pre-selected in the Upload Wizard and potentially other upload tools. We get lots of copyright violations that are marked as "own work" at Commons. This makes it easy to just "click through" the Wizard, without bothering to think about this issue. Selecting "own work" should always be a conscious choice.

Additionally, since by far the most common copyright violation is grabbing an image from the web, I'd propose to add "This file was found on the net." as a third option to "own work" and "not own work" with additional guidance for those cases.

Event Timeline

UploadWizard does not preselect "own work", unless an upload campaign is configured to do so. Can you provide a screenshot of this behavior, so that we can determine which tool you mean?

Is it possible that the selection was stored from the last time I uploaded something?

Did you set a default license in Preferences / Upload Wizard?

It seems I did. So to spare me the embarrassment, can we retool this bug for the seconds suggestion I made (which should have been filed as a second ticket anyway)?

I'll note that there is an option called "I found it on the Internet — I'm not sure" under "This file is not my own work.".

Do you think we should separate it out?

I think that would be worth a shot, yes. Of course I have no idea whether that will have any effect, but since this is so common it could have some effect to make this more discoverable. Although we should probably do some before/after statistics to see whether it does any good.

We can explore whether moving the existing "I found it on the Internet — I'm not sure" to a more prominent spot *might* be useful. We can take a look as part of general upcoming UploadWizard redesigns. If it turns out not to be useful, we'll just update and close this ticket.
