Description:
Per the voting on the Bosnian Wikipedia (cf. URL) I hereby request the addition
of the following usergroups:

patroller,
autopatrolled and
rollbacker ("Grupa korisnika sa dugmetom [vrati na prethodnu ver.]" section in the voting page).

I also request that upload for non-autoconfirmed users be disabled (i.e newbies
shouldn't be able to use Special:Upload) ("Zabrana slanja slika novim korisnicima").

Only bureaucrats should be allowed to grant the patroller, autopatrolled, rollbacker roles to
users.

The following groups have been added to bswiki:

'bswiki' => array(
    'patroller' => array( 'patrol' => true ),
    'autopatrolled' => array( 'autopatrol' => true ),
    'rollbacker' => array( 'rollback' => true ),
),

Also, the Bureaucrats are the only ones able to assign or unassign these groups.
