Add "E-mail signature" preference

Description

It would be nice to have textarea in [[Special:Preferences]] to store the email signature along with checkbox "Append the signature to sent mails".

[[Special:Emailuser]] should then have overriding checkbox "Append the signature to this mail" which should be (un)checked according to the one in preferences (like now there's one for CC-to-my-mail).

Removed 'schema-change' keyword. No patch attached that requires a schema change.

IMHO it is not worth adding a new preference for it. The user messaging system it not meant to replace a proper e-mail.
