Add automatic Djvu generation to the IA Upload tool

Description

The Internet Archive is no longer generating Djvu files, so the folks on WikiSource don't have a web interface for generating them any more. Per T154538, we should add Djvu generation to the existing IA Upload tool to address this problem.

Testing interface: https://tools.wmflabs.org/ia-upload/test/commons/init

Once the new version is live, please document it somewhere discoverable (or update existing documentation).

It should also be linked from various places on Commons and Wikisource; will investigate what's missing.

The new DjVu generation feature is now on the production site, the tool is registered on the tool directory, and a few mentions of it updated on the English and Multilingual Wikisources.
