There are a few issues here:

• Which Balochi are you talking about? There are 5 in the language family[1] and 'bal' is a macro language code[2].
• For new Wikimedia projects, please make a request for a new language on Meta[3].
• If you have decided on which Balochi language you would like to localise, please go to Betawiki and start working on your language there[4]. Once you have enough volume (about 250 messages out of 500 most often used), the language will be added to the MediaWiki source code.
