Zh traditional/simplified conversion for NON rendered HTML too

Description

One may think the Zh (Chinese) traditional/simplified conversion task
is complete, as indeed the rendered part of an article (the part seen
with w3m -dump, or lynx -dump) is indeed output in the desired
traditional or simplified characters.

However there still remains vast parts of the article: the HTML
Keywords, link titles, etc, etc. still unconverted!

To see the problem, e.g., in Firefox use View Page Source, or even
more clear: View Page Info.
