Lift IP rate limit - Editathon - 2017-03-11

Description

The local chapter (WM-CL), will host an outreach event at Santiago on March 11th.

This event is an Edit-a-thon, with editors working together to learn or improve their editing skills, and then to create or improve articles related to woman in Spanish Wikipedia (it could involve English Wikipedia).

We are expecting about 30 people to attend. One of the things we'd like to do is encourage potential newbie participants to create their own accounts during the session and learn editing, guided by some active editors.

So, I request lift the IP rate limit around 8 hours (between 13:00 UTC - 21:00 UTC ; 10:00 CLST - 18:00 CLST)
