Root cause was simply that the IA had not yet derived the required file. Check the timestamps above: 13:40 it failed, and 13:44 the zip file was made. :-(

T158394: [ia-upload] Don't allow conversion from JP2 if there isn't a jp2.zip will handle the general case here, and avoid this situation in future.
