JS redirects such as User:Samtar/common.js don't work if their targets contain special characters percent-encoded in the URL such as the apostrophe in "User:There'sNoTime/common.js", which is encoded as "%27" in the URL. See also T161070, which is a similar problem for CSS redirects.
