Getting intermittent "inconsistent state within the internal storage backends" exceptions

Description

For the past 24 hours, I have intermittently been seeing the following exception when trying to upload files or delete them.

The file "mwstore://local-multiwrite/local-public/7/72/NOCSlogofinal_copy.png" is in an inconsistent state within the internal storage backends

For example, this file is not loading, and I can't overwrite it: https://commons.wikimedia.org/wiki/File:NOCSlogofinal_copy.png
