Add link to Library-Card-Platform Phabricator project for providing feedback or raising issues

Description

We now directly have a Library-Card-Platform project here, meaning we could now add a link on the platform for feedback/issues taking the user directly to a Create Task form. This could go down the bottom next to the existing Feedback link.

The pre-filled link would be https://phabricator.wikimedia.org/maniphest/task/edit/form/1/?projectPHIDs=Library-Card-Platform

I took a first pass at this on error pages only on staging. Please take a look

I'm not sure of the best way to concisely describe what it is and that it requires authentication.

The wording looks good to me! Would it be possible to change the title autofill to be the page path if it's on the Not found page? So instead of "Wikipedia Library Not found" it would be "asdfsadfafd not found"? If that would be a lot of work or may have problems then don't worry, it's only a minor thing.

It would also be good to have a generic bottom-of-page link alongside About - Privacy policy - Terms of use - Feedback, perhaps just linking to the project itself (https://phabricator.wikimedia.org/project/view/2765/).

You could link "login required" to https://www.mediawiki.org/wiki/Phabricator/Help if wanted.

My only concern with that would be users assuming that a "login required" link would take them to a login page. Perhaps a small question mark next to "login required" with a link to the page would be a good way of doing it?

I fiddled around with a pretty question mark icon delivered by bootstrap, but realized that the non-javascript experience was terrible. I burned slightly more time on this than I had hoped, but we do want our error messages to be as helpful as possible since we're catching users at a pain point. Take a look at staging now?
