And names should dictate where messages can or cannot be used. If messages are universal they should have name without any page specific prefix.

The message is clearly not intended to have any Recentchanges or Watchlist specific stuff. There is recentchangestext and others for that.
It is of course unfortunate if the message name is misleading, but messages will not be renamed afterwards just for the sake of renaming.
