Currently running on prod: http://xtools.wmflabs.org/ec-generalstats/en.wikipedia.org/Martyelecbren (random user who was recently blocked, check Special:BlockList to test out others)

Testing User:Beyond_My_Ken (~160,000 edits and lengthy blocklog), the query on the logging table to get the block info took 1268.46 ms. For most users I'm seeing ~500 ms or less, so I think we're OK on load time.

This accounts for all the visible TODO's that I'm aware of
