The link to https://wikipedialibrary.wmflabs.org/applications/send/ currently reads 'Send data to partners'. This is inaccurate for some partners where we don't send anything on to partners.

Suggest rewording to something like 'Process accepted applications', but there's probably some better/more succinct wording than this.
