Any ideas about the complexity of implementing this feature?

MediaWiki already has a lot of internal support for RSS (For history pages, watchlist, recentchanges), So i doubt it would be super onerous.

And it's would be a small mission even if there was no support in mediawiki. All you need is to create a little xml file, five minutes to write the code. I already did such things.
