Add breadcrumb to get back to Preferences from GlobalPreferences

Description

Right now, when you're done using GlobalPreferences and you want to get back to your regular Preferences page, there's no link for it -- you have to change it in the URL.

We should have a breadcrumb from GlobalPrefs, which looks like the breadcrumbs that we currently have on subpages: a small line at the top left, under the page title and "Wikipedia, the free encyclopedia" line, which says < Special:Preferences

What about sort of combining the back link with the form section header?

So that each section on the local-prefs form links to the corresponding section on the global-prefs form, and vice versa.

Something like: F9199500

And the "this is a global pref; ya can't set it here" link also goes to the matching preferences tab.
