https://phabricator.wikimedia.org/diffusion/EBAN/browse/master/maintenance/blockAndNukeSpammers.php;5e9af27afa004d8d84c34c50d28124edb9243825$66 uses 'WikiSysop' in logs.

WikiSysop is the old shared admin account for wiki projects. I don't think we should be using that account anymore and instead use a MediaWiki BlockAndNuke or something else unique to that extension/script would be better.

For wiki farms using CentralAuth, I suggest that the name be the same for all projects to avoid SUL issues.

Such a new username should be added to $wgReservedUsernames, than no user account could be created.
