In the revision history pages, we could add an "export" link to each revision line which would link to Special:Export having the page name and revision number preset per URL parameters.

Purodha: Could you elaborate what you would like to achieve, and why? (Why would you like to export an old version of a file to XML with its editing history, instead of using the latest version?) Also see https://en.wikipedia.org/wiki/User_story
The basic idea is to enable users to quickly get to specific versions of the page content including metadata. They could be used as imports to other wikis, as references in various types of works about the textual development of wiki pages and articles, or analytic tools, etc. Currently, getting the parameters together for selective exports is cumbersome or hardly possible, while it's a snap for the wiki software when its generates the history list.
