Make authority control a core component

Description

English Wikipedia and other wikipedias use authority control template for displaying data from wikidata or other sources.

Current scenario
The template has to be added manually to all the pages. If there are authority links, the template is used, if there are not, the template is simply not visible.

Problem
Many pages which have data on Wikidata do not have authority control template on Wikipedia and many pages which do not have such data have such template. Besides, making it a manual template thing brings in inconsistencies in its placement and use.

Solution
Rather than adding it manually to all pages, it would be good to make it a core a component and get rid of the hassle. A similar approach was adopted for the interwiki language links.

I see a solution offered in this task, but no description of an actual problem to solve?

The right parent task, if there is one, is T28751: Extensions that should really be core functionality (tracking), but that precludes the option of turning authority control into an extension.

What is the use case, besides consistency of placement (or even of appearance), for having this be a part of MediaWiki (core or extension) rather than as currently implemented?
