Add option to dispatch only to selected set of wikis

Description

Sometimes, a single wiki starts lagging behind in the dispatch queue. To address such a situation, it would be useful if the dispatch script had an option to dispatch only to a subset of all clients, so that you could run a dispatcher that just handles that wiki.
