The grey and borders of the two <div>s look like a table design from the 90es. "Translate this page" has always made me wonder "why would I" so make it clear that it's about having this page available in my language (which answers my why). I don't get the need for the <hr> either but that might be outside of Translate code and due to the breadcrumb navigation.

There are already some designs for improved language listing and selection, just not enough time to implement it.
The header comes from code, while the language list can be placed anywhere with the <languages /> tag. The horizontal line is there to separate it from the content.
