Wikimedia error message is unclear when url contains &

Description

If a url contains a & the request fails with the "Servers experiencing a technical problem" message and ERR_ACCESS_DENIED, probably to block broken user-agents at the squids level. However, the message is misleading. If we're not giving 'Bad title' as with the other entities, it should identify the real reason.
