As db1110 still has dns/ip/arp problems, and that means s5 (wikidatawiki and dewiki) is in a degraded state with lower resources, please move physically the db1110 server and assign it a new ip.
Not being able to pool db1110 is a pain for the database infrastructure.

If I can suggest, I would suggest any other rack within the C row if possible, to maintain a decent row distribution across s5 hosts

Spoke with Jaime and since it was preferable for the server to stay in row C it was decided to give the host a new IP in the same vlan instead of moving the server to a new row. Steps I took
Verified viable IP within the asw-c-private1 vlan
Change the IP in db1110 /etc/network/interfaces to 10.64.32.73
Powered off the server
Made the changes to the 10.in file and wmnet file
merged the changed and pushed via radon
Powered on the server
