WhoIsWatching: Echo notifications for users anytime they are added or removed from a watchlist via EWIW

Description

As a user, it would be nice to be notified when I am removed from a page I was previously watching, so that I can be aware of the fact that I was removed. Same for being added as a watcher to pages.
