Provide an option to get some type of notification in Special:Notifications only

Description

Some people complain that they have too many notifications on wiki, where they fly-out can be overflowed. (A recent case in my mind about structured discussions.)

A way to solve that would be to provide a choice to have notifications on wiki displayed in the fly-out, and/or only in Special:Notifications. That option makes Special:Notifications as an inbox. It adds a third level of reading: alerts, notices, inbox.

Notifications in inbox should be counted as regular notifications, but could be visible at the bottom of the notifications fly-out:

This proposal sounds like over-engineering.

Thanks for this interesting idea but feels to use like trying to slice things too fine—like it might be a level of control that few want and meanwhile a level of complication that could confuse some.

That may need reconsideration in the future if the number of notification increases.

That's a good point Trizek. If, for example, Structured Discussions were made more generally available, research indicates that would significantly increase notifications.
