An algorithm for solving newcomers cold-start problem

Background
Matching new Wikimedia users' based on their interests to each other boils down to solving Wikimedia's cold-start problem, that is, a methodology that can help us learn about user interests early on when they join the projects and prior to them contributing more heavily.

Why?
Any kind of recommendation or matching system among users relies on addressing the cold-start problem. This is of course relevant to the work we're doing in the context of diversifying the editor pool, but it's not limited to it. For example, we've had discussions with Contributors' team and some editor community members about this topic in the past as well and all signals indicate that this is an important problem to address.

Who?
Ramtin Yazdanian and Bob West have been heavily working in this space on the theory front. Leila et al. will work with them as we get closer to running experiments to assess how well the system works.

To keep our collaborators sane :), these tasks are mostly assigned to Leila as the PoC and the lead for the diversity project.
