Other issues of scrolling a Workboard page in Internet Explorer

Because of what's described in the other task mentioned above, I just rely more on a scroll wheel to move a page. However, using a scroll wheel to move a Workboard page in IE11 is also either annoying or burdensome. There are two scenarios of using a scroll wheel in various Workboard pages:

Scenario A: Going to a Workboard page with an open area

  1. I click the wheel on one of the boards, and I move that board only up or down. I can't move left or right.
  2. However, I can move the cursor to a smaller board containing a few or less open tasks, like the "Herald rules" board.
    1. I click either a task box or any content within the grey area.
    2. The mouse cursor becomes a page moving cursor.
    3. I move the cursor anywhere, and the page moves in any direction that I want. For example, I move left, and the page moves left.
  3. Nonetheless, the cursor doesn't become a page moving cursor when I click the wheel on an open white area.

Scenario B: Going to a Workboard page without enough free areas to use

  1. Same as event #1 from Scenario A.
  2. There are no less than four or five task on each board, depending on size of each task box. However, to automatically move the page with the cursor, I just click the wheel on one of the board headers, like "Untriaged" or "Triaged".
    1. I move the cursor, which becomes a four-way arrow cursor, anywhere, and the page moves to any direction that I want.
  3. Same as event #3 from Scenario B A.

Maybe my other issue with moving/scrolling a page is using a scroll wheel properly, especially when clicking the wheel on an open white area is technically impossible. I don't know whether Workboard pages have technical limits/issues on IE 11, but is scrolling a page after clicking a wheel on the white area possible?

I found out it's technically possible but not exact. I just can't click the wheel on a white area within the Workboard. I just click the wheel on either the grey left panel or an open white area outside the main Workboard, which is between two horizontal scrollbars once scrolled to open the area. However, by moving the cursor after clicking the wheel, I just move the lower (probably main?) horizontal scrollbar. I also can scroll up or down to move the main vertical scrollbar, located at the farthest/far right, of a Workboard page.

The IE is set to 100% especially as seen in the screenshot. My monitor's current screen resolution is 1680 x 1050.
