As an example, look at https://www.mediawiki.org/wiki/MediaWiki_1.30?useskin=vector#Configuration_changes.
There are 10 code tags in that section, all of them looking alike, but actually 3 of them are links. Unless you hover over/tab through them, it is not possible to identify them as links.
Instead, they should be visually distinguishable, like they are in Minerva skin.

Personally I think this is an editorial issue. https://www.mediawiki.org/wiki/Template:Localized_link is at fault here
A link like so is perfectly readable:
<code>[[Manual:Hooks/ChangeTagsAllowedAdd|ChangeTagsAllowedAdd]]</code>
A link that wraps a code block is strange, and I suggest we don't add complexity to skins to deal with it.
