cognate_wiktionary creates new connections to a depooled x1 server minutes after being depooled

Description

db1055 was depooled https://gerrit.wikimedia.org/r/#/c/431722/ however, mediawiki kept connecting to it for minutes after that deploy from mw1308 mw1309 to the cognate_wiktionary database. When db1055 goes down, and configuration is not respected, it may create an outage.
