Based on T189087#4216220

The idea would be to have a group of trusted users who can have access to translation drafts and delete those, through an interface. That would cover cases like

a user has created multiple drafts but is banned or block (with a long term) by the community by any reason - there is no reason not to delete those drafts
an active, involved user is obviously not active anymore so drafts can safely be removed
a user with low skills in using interfaces, or having a random issue with CX, asks for help for a deletion (maintenance task)
