ENV var to disable elasticsearch in bundle image

Description

People in low memory machines want to have the bundle image without having ES settings for cirrus pushed onto LocalSettings.php

It would be nice to have this configurable with an ENV

The solution here again is for people to modify the setup and not just use the example.

Users can remove the elastic search service from the example and it will not use the memory, and then to not load the elastic search MediaWiki config settings a localsettings/localsettings template file should be overridden with whatever config the use actually wants.

We can't have env vars for every single possible user need.
