Description

Uploads repeatedly failed on Commons. Reported on https://commons.wikimedia.org/wiki/Commons:Village_pump#Problem_uploading_large_file

I also tried twice to upload that book with upload_by_URL and I got

I was able to upload the file and got a duplicate notice.
